After the Prime Minister issued Directive No. 23 on strengthening solutions to achieve and protect children’s rights on 26 May 2020, the government, localities, ministries and departments focused on implementing the implementation of those related to the prevention and combating of violence against children.

Drastic and timely intervention

The government recently organized a conference to discuss measures to improve the coordination of efforts between the bodies concerned. The participants agreed that the drastic and timely intervention of the relevant services at both central and local level in the handling of child abuse cases had gradually built up citizens’ trust and created public support, thereby improving the efficiency of operations.

The Ministry of Labor, War Invalids and Social Affairs has coordinated well with international organizations in various fields, including the protection, prevention and control of abuse and the promotion of the implementation of obligations related to children’s rights.

According to a report from the Ministry of Police, last year 1,914 cases of child abuse were discovered across the country, involving 2,198 people and 1,987 children, a decrease of 31 cases from 2020.

Vietnamese laws regarding the prevention of violence against children are relatively comprehensive and synchronous. This has been recognized and appreciated by international organizations. These also use a number of legal provisions in Vietnam to present and support other countries“, Informed the Minister of Labor, War Invalids and Social Affairs Dào Ngoc Dung.

In general, our legal system has had its effects. We have 27 million children who basically live in a healthy environment. It is a generally ingenious painting that has been recognized by the world“, he pointed out.

According to him, cooperation between government organizations and child protection associations has improved in recent times. Cases are now being resolved faster and more efficiently. However, the fight against violence and child abuse still suffers from restrictions. Some legal provisions on children have not yet been implemented in time.

National Answering Service

Locations are not yet interested in this issue. Some have held the Children’s Mid-Autumn Festival with great fanfare for billions of VND, but they set aside few funds for public administration of children.“, Lamented Minister Dao Ngoc Dung.

He said the number on the National Child Protection Helpline, 111, only receives responses from two sectors: labor and police, while some local authorities do not respond to him.

Another issue highlighted by Mr Dung is that social morality is increasingly deteriorating in part of the population. According to the Ministera number of recent cases of child abuse and violence are typical of this situation. In addition, family conflicts and adult behavior after divorce are also problematic. Many recent cases have their origins in family disputes after divorce“, he shared.

In addition to these social problems, the COVID-19 pandemic has recently had very serious consequences for children: positive for SARS-CoV-2, becoming orphans, psychological trauma due to social distance measures …

Cross-sectoral coordination

The Ministry of Labor, War Disability and Social Affairs will in the coming times work with relevant ministries and departments to review the judicial system and finalize the current child protection provisions. He will propose to amend the law on prevention and combating domestic violence.

This ministry will also focus on cross-sectoral coordination and take steps to process all cases more quickly and achieve the goal of detecting cases as quickly as possible, providing the best support to victims.

For its part, within the framework of its functions and tasks, “The Ministry of Culture, Sports and Tourism draws up guidelines for the prevention and combating of domestic violence against children“, said Deputy Minister Ta Quang Dong. The said ministry is also preparing an implementation plan for the program on the prevention and control of domestic violence in the new situation until 2025.

In the process of drafting the law on the prevention and combating of domestic violence (amendment), it will continue to coordinate with relevant bodies and consult with experts to introduce rules ad hoc.

For its part, the Ministry of Education, which is aware that long-term online learning due to the epidemic has affected students psychologically, has developed a school psychological guide from first grade to last year to integrate it into teaching.
